USA citizes have been extremely patient, excessively patient.   After WW2,   USA citizens said, "Cut federal government spending.", but after an insignificant microscopic dip, and failure to pay off federal government debts, it accelerated, digging & digging the hole deeper.   In the 1950s & 1960s & 1970s & 1980s & 1990s & the noughties (2000s) & 2010s, USA citizens said, "Cut federal government spending.   Cut the influx of guest-workers & students & immigrants & certainly stop the illegal alien invaders.", but instead, forces of evil continued to make it worsen geometrically.

4.592M are "employed part-time for economic reasons" and would prefer full-time employment &/or higher pay to make ends meet (282K decrease);
20.043 are employed part-time for non-economic reasons (805K increase);
uncounted millions more are being gigged/ temped/ bodyshopped/ contracted/ consultanted, contingently employed, etc. (it sometimes seems they hatch another euphemism, another dodge, another deception every month), but are seeking real, traditional, long-term employment -- career-paths & careers, not gigs.

445K want employment, searched for work, but no available work was found, and thus are discouraged;     6.259M want employment now but are not employed, 1.481M are classified by BLS as "want a job now, available to work now, marginally attached to the labor-force, searched for employment in the previous year (believe no employment is available)";   & 273K are classified by BLS as "want a job now, marginally attached, discouraged over employment prospects (believe no employment is available), Men"... so even some people who ARE "actively seeking work" are classified by BLS as "not in the labor force" (NILF) and "NOT actively seeking work", thus muddying the waters, ambiguating, fogging, blowing smoke, obfuscating, misleading, disinforming, deceiving.

Average duration of unemployment while actively seeking work is 22 weeks (about 5 months), as compared with the best on record since 1948 of 6.6 weeks; while the
Median duration of unemployment is 9.3 weeks (about 2.1 months), as compared with the best on record since 1967 of 3.6 weeks.  

Average duration of unemployment while actively seeking full-time work (gigs/temp/contingent/contract or long-term) is 23.2 weeks (about 5.35 months), as compared with the best on record since 1977 of 8.5 weeks;     while the current
Median is 10.5 weeks (about 2.4 months), as compared with the best on record since 1977 of 4 weeks.
From what I've read (news articles, "human resources" professionals discussions, etc.), bodyshops/ staffing services/ PEOs/ and employment agencies categorize everyone unemployed longer than 4 weeks as "hard core unemployed" or "unemployable", refuse to consider placing them.   They have their screening software send such resumes directly to the trash-bin, never to be seen (nor heard of) by an employment broker or hiring manager.   And then they claim there are no "qualified" (wink wink nudge nudge) job-seekers.   But it is sooooo "efficient"... well, aside from all that wasted talent and productivity.

Neither the USA Department of Labor nor the Bureau of Labor Statistics track, & they seem not to be interested in, employer investment in training & relocation of talent within the USA (neither current nor changes over time), nor the intensity, effort, time, investment, etc. for recruiting vs. filtering out job-seekers... because it would be soooo difficult to add 2 questions to the on-line Establishment Survey (and 1 check-box to job sites)... as employers try to avoid hiring USA citizens, & lobby more for cheap, young, pliant, low-skilled (untested, unmeasured) foreign labor with flexible ethics (to tweak those privacy-violating apps, big data harvesting, and selective communications suppression & promotion gimmicks).

From what I've read (news articles, "human resources" professionals discussions, etc.), bodyshops/ staffing services/ PEOs/ and employment agencies categorize everyone unemployed longer than 4 weeks as "hard core unemployed" or "unemployable", refuse to consider placing them.   They have their screening software send such resumes directly to the trash-bin, never to be seen (nor heard of) by an employment broker or hiring manager.   And then they claim there are no "qualified" (wink wink nudge nudge) job-seekers.   But it is sooooo "efficient"... well, aside from all that wasted talent and productivity.
