There's a legal process. You arrest them. You contact DHS. You hold them for a day or two until DHS comes to pick them up. DHS takes them to an immigration judge, where they can have legal counsel. Depending on the circumstances, the immigration judge can issue a "final order of deportation" or sometimes the order has already been issued when the illegal alien failed to come to the scheduled hearing, then the illegal alien can voluntarily remove himself across the border, or DHS will do it.

In 4 years, the measure has passed in 33 of the 33 counties where it has appeared on the ballot, or nearly one-third of the state’s 102 counties, said Loret Newlin, coordinator and director of the Illinois Separation Referendum...
The movement reflects the legacy of the 1964 Supreme Court decision in Reynolds v. There are similar measures being floated in Oregon, dubbed the Greater Idaho movement... OTOH, the power-mad people have been engaged in migration conquest, spreading out from the rotten boroughs. There's a little activity in California -- mostly crushed so far by the regime -- to split the state into somewhere between 3 and 8 more reasonable-sized (from a geographic POV) states, with counties of a size more comparable to those of other states.
My memories of Illinois are that it was Chicago wagging the rest of the state. Recently, one of the starkest examples of gerrymandering stretches across the N-S middle of the state, with carve-outs. People in the South used to be split 3 ways amongst Cincinnati Reds fans, St. Louis Cardinals fans & a very few Cubbies.
