This is another case where it would have been nice to have such data going back to, e.g. 1900 to have decent base-lines, but what older statistics exist are incommensurable. Another group asking these questions is trucker advocacy organization American Truckers United, which has been digging into the data on all of the excess CDLs produced over the past 5 years, some possibly due to the COVID demand increase, some through the legitimate parts of [the Obummer-BiteMe-Harass-Buttigeig] plan, but most not.
Co-founder Shannon Everett and his team have been combing through state DMV [Department of Motorist Extortion & Privacy Violation] records. Their number-crunching revealed that 10 states and Puerto Rico had somehow managed to issue over 3.5 times the number of CDLs as all of the other 40 states combined.
To take just 2 examples, Oregon dumped 98,872 truck drivers into the system in 2022, a staggering 77 times the normal yearly number. South Carolina counted 77,580 new truckers in 2021.

IMO, the problem is that it costs far too much & is too difficult for Floridians to get isses on the ballot, & then the hurdle to result in a state constitution change is far too low. It should require fewer petiton signatures from within the state (less than 1%), or within a county or within whatever jurisdiction it is to get an initiative on the ballot; and, of course, only signatures from those within whatever jurisdiction it is should count. Initatives should not be restricted to state constitution amendments, but should permit statutory amendments & regulatory amendments.
When petitioning, the petition form should clearly declare whether it is a proposed regulatory change, ordinance change, state law change proposal, or state constituitonal amendment proposal. It should require somewhere between 0.5% and 1% of the jurisdiction to get an issue on the ballot.
To get a state constitution amendment adopted it should require 70%-75% of registered Florida citizen voters to approve it. To get a state, county, city, regulatory or statutory change, it should require 52%-58% of registered Florida citizen voters to approve it.
Non-Florida citizens should not be able to fund petition gathering, advertising for nor against the issue. Similarly, for local measures, only those within the village, town, city, county, school district, state legislature district, congressional district, water district... should be eligible to sign petitions or to vote, or to advocate for or against each measure should count. (And the same rules, more or less, should apply to Maine, Vermont, NY, PA, OH, MO, KS, MT, ND, SD....)
